Israel eases Gaza blockade allowing a shipment of gravel for private construction for 1st time since 2007 - @Reuters

GAZA (Reuters) - Israel eased its blockade of Gaza on Sunday, allowing a shipment of gravel for private construction into the Palestinian territory for the first time since Hamas seized control in 2007.

A Palestinian official with knowledge of an Egyptian-brokered ceasefire that ended eight days of fighting last month between Israel and Gaza militants said the move had been expected as part of the deal.

"This is the first time gravel has been allowed into Gaza for the Palestinian private sector since the blockade," said Raed Fattouh, the Palestinian official overseeing the shipment of 20 truckloads of the material.

Israel tightened the blockade after Hamas, an Islamist group that refuses to recognize the Jewish state, took power five years ago. But under international pressure, Israel began to ease the restrictions in 2010 and has allowed international aid agencies to import construction material.

The gravel was transferred a day after Egypt allowed building material into Gaza through its Rafah crossing, departing from a six-year ban. It was part of a shipment donated by the Gulf Arab state of Qatar, which has pledged $400 million to finance reconstruction.

Gaza economists say nearly 70 percent of the enclave's commercial needs - including building material and fuel - were being met through shipments via Israel and a network of smuggling tunnels running under the Egyptian border.

One Palestinian official said Israeli counterparts had promised "other building items" would be allowed into Gaza in the coming days.

"Israel has promised to ease the blockade more if the truce continues to hold," said the official, who asked not to be identified.

Israeli Vice Prime Minister Silvan Shalom, speaking to reporters in Jerusalem, said more than 300 truckloads of goods have been moving from Israel to the Gaza Strip on a daily basis.

"They can have much more if they would like to," he said.

A Cancer-Prone System | Cervical dysplasia - abnormal cells found ...

Starting from the outside, the key elements in the female reproductive system are the vulva (or outer lips), the vagina (or birth canal), the cervix (a doughnut-shaped structure that is at the entrance to the uterus), the uterus, or womb (inside which a baby grows before birth), the fallopian tubes (along which fertilised eggs travel to the uterus) and the ovaries (where the eggs and various hormones are made). Not all of these organs and tissues are equally liable to cancer. For example, cancer attacks the fallopian tubes rarely; the vulva and vagina, more often; and the ovaries, the walls of the uterus (the endometricum) and the cervix most frequently. Each type of cancer requires specific diagnosis and treatment. Uterine cancer accounts for about four percent of all cancers in women; cervical cancer, for about three percent. Thanks to increased public awareness, early detection the death rate for cervical and uterine cancer has declined in recent decades.

It is not unusual for a serious disease to share the same symptoms with a relatively unimportant problem. This is especially true of cervical cancer and other cancers of the reproductive system. For example, two common symptoms of cancer of the vulva are itching and a burning pain, conditions that can also be caused by vulvar infections. A change in a vulvar mole or freckle, or any bump, growth or ulcer that does not heal within two weeks, may or may not, signal cancer. Cervical cancer is often symptomless, at least in its early stages, but in time, it causes abnormal vaginal bleeding or increased vaginal discharge. The discharge may begin as a watery discharge streaked with blood, but eventually the discharge will contain greater quantities of blood.

Having a symptom of gynaecological cancer does not necessarily mean that you have cancer. It does mean that you should see a doctor for a complete pelvic examination and further tests to rule out the possibility of cancer. Age seems to be the main factor that affects a woman?s chances of developing cervical cancer or any other cancer of her reproductive organs. The danger years vary, but fall within the 40-65 year old age span. The years of greatest risk for cervical cancer appear to be between 40 and 49. The odds that a woman will develop any type of gynaecological cancer increase after menopause.

Each reproductive organ also has its own specific risk factors. Studies reveal that cancer of the cervix occurs more often in women who become sexually active early in life, who have contracted a sexually transmitted disease such as genital warts, who have had many sexual partners, whose sexual partners have had many sexual contacts, or who smoke. More cases of cervical cancer also occur among women who use oral contraceptives than among those who rely on a diaphragm, condoms or an intrauterine device (IUD).

Two routine screening examinations are available for women, the cervical smear test (Pap smear test) and the pelvic examination, which may detect gynaecological cancer ? or conditions that may lead to it ? long before a woman notices anything wrong. In the cervical smear test, a metal instrument called a speculum is used to open up the vagina and examine the cervix. With the speculum in place, the doctor uses a wooden spatula or cotton wool swab to rub off a sample of cells from the surface of the cervix; the sample is transferred onto a glass slide and sent to the laboratory for examination under the a microscope. The test is designed to detect the presence of abnormal (precancer) cells that in some cases may develop into cervical cancer. Even if such cells are found, it does not mean that you have cancer or will get it later; it does mean, though, that more tests and possibly treatment are necessary. If the cervix shows inflammatory changes or if you have had an abnormal smear, the doctor may also examine the cervix with a magnifying instrument called a colposcope. After examining the cervix, the doctor will do a pelvic examination by passing a gloved finger up inside the vagina while pressing down on the abdomen with the other hand. In this way he may be able to detect abnormalities in the uterus, fallopian tubes and ovaries. Depending on your age, your past and present sexual habits, whether you are at high risk for developing cervical cancer, will determine how often you should be examined. Generally, any factor that increases the risk of developing cancer increases the need for regular check-ups. Cervical cancer detected early can usually be cured without affecting a woman?s ability to have children, but a more advanced cancer might require a hysterectomy ? the surgical removal of the uterus and the cervix, which makes it impossible for her to have children.

Abbas: Israel reduced security cooperation

JERUSALEM (AP) ? The Palestinian president has claimed Israel has reduced its security cooperation with Palestinians in the West Bank to protest the successful bid for upgraded status at the United Nations, in an interview published Friday.

Israel's military denied the charge, saying security cooperation continues.

Mahmoud Abbas said Israeli soldiers have started entering West Bank cities without Palestinian coordination. He spoke in a meeting with a dovish Israeli lawmaker and Israel's daily Haaretz.

An Abbas aide, Tayeb Abdel Rahim, said Israel's army detained 200 Palestinian officers in recent months, mostly for short interrogations.

Israeli defense officials responded Friday that soldiers enter Palestinian cities only when they think Palestinians are not providing enough support. They spoke anonymously in line with government regulations.

Israel earlier suggested the possibility of reducing security cooperation in retaliation for the Palestinian U.N. campaign.

Abbas also reiterated his longstanding threat to dismantle the Palestinian Authority, which he believes would leave Israel responsible for governing the West Bank's Palestinians.

Critics say Abbas is unlikely to follow through on the threat and may be using it as a pressure tactic. Tens of thousands of Palestinian civil servants and security forces rely on the Palestinian Authority for their livelihood, and the Palestinian Authority is the keystone of a series of partial peace accords with Israel that benefit the Palestinian economy and influence other aspects of life.

INGREDIENTS
-2 lbs of Ground Beef (the leaner, the better)
-1 whole White Onion (diced)
-1 whole Garlic Bulb (minced)
-4 large Jalapenos (de-seeded and diced)
-7 Chocolate Bhut Jolokias (de-seeded and diced)
-5 cans of Beans (Pink, Great Northern, Dark Kidney, Red Kidney, and Black)
-1 14 ounce can of Diced Tomatoes
-1 small can of Tomato Paste
-1 packet of Chili Seasoning
-1 teaspoon of Ghost Chile Powder
-1 tablespoon of Worcestershire Sauce
-1 bottle of Barbecue Sauce (any kind)

DIRECTIONS
1.) Cook ground beef in a large skillet until brown. Drain thoroughly and transfer to crock pot.
2.) In same skillet, cook onion and garlic until the onion becomes transparent. Transfer to crock pot.
3.) Add diced jalapenos and chocolate bhuts.
4.) Add chili seasoning and ghost chile powder
5.) Add tomato paste, diced tomatoes, and worcestershire sauce.
6.) Add beans and pour in the entire bottle of barbecue sauce.
7.) Cook on low for 4 hours, stirring occasionally.
8.) After 4 hours, set crock pot to warm for 1 additional hour before serving. Makes approximately 8 servings.

(NOTE: For extra heat, add more hot peppers during last hour of cooking, OR use them as a garnish when serving.)

How to Sell More eBooks Online by Bundling

I?ve been writing and selling eBooks online since 2004. To date, I?ve written well over 50. One of the things I started doing in 2009/20120 (once I had around a dozen or so titles under my belt) was bundling them, which increased my sales. FYI, this is one advantage of producing a lot of titles ? you exponentially expand the options in your eBook marketing arsenal.

What Is eBook Bundling?

In case you don?t know, bundling is selling two or more titles for ?one low price.? Following are four tips for successfully bundling your eBooks ? and selling more.

Bundle Like Products: For example, I?ve written half a dozen or more titles on self-publishing. They cover everything from how to write an eBook; to how to set up an eBook affiliate program on
E-junkie; to how to minimize eBook returns; to how to create professional (but cheap) eBook covers.

I bundled all of these into a ?self-publishing package? because ostensibly, if you want to know how to write an eBook, then you also want to know how to create a good cover for it; how to get more sales (eg, recruit affiliates); how to make sure your eBook return rate stays low; etc., right?

So this all-in-one package gives aspiring self-publishers everything they need ? from writing their eBook to getting it online and selling it.

Bundle Complementary eBooks: This is different from bundling ?like? products. For example, one of my eBook bundles includes an eBook on how to become an SEO writer and how to make money managing social media accounts for clients.

These two eBooks complement each other because many clients who want SEO content also need someone to manage their social media accounts. And, who better to distribute content via social media than the person who created it (ie, the SEO writer)?

See what I mean?

Choose a Lead Title: Usually, I have a ?lead title? (a main eBook) that prompts me to bundle several titles together. This eBook is almost always priced higher than the ?supporting titles? and the reason it?s chosen as the lead title is because it?s a ?hot seller.?

For example, How to Write an eBook in 3 Days, Market It & Start Getting Sales within a Week ? Really! is the main title in my self-publishing package. As a standalone title, it retails for $34.95, and does pretty well on its own.

The other titles in this package retail for $6.97, $6.97 and $9.95 separately. They don?t sell as well as the main title ? NOT because of the information, but because before any of these titles are relevant, an eBook must be written.

So, choose your lead title wisely. Again, this will usually be dictated by your sales numbers.

eBook Marketing Tip: If you have a title that is a runaway hit (ie, a hot seller), write other eBooks that complement this one so you can bundle them.

Price Your eBook Bundle Correctly: Now, this can be a bit dicey. It?s something I experiment with all the time because it?s not an exact science and depends on so much.

Using the self-publishing package referenced above, all titles sold separately retail for $58.84. The bundled eBook package is $39.95. How did I arrive at this sales price? To be honest, I wanted a big enough of a discount that potential buyers would take note. I once read that buyers don?t even express interest until a sales price is at least 25% off. ?So I priced this eBook package right at around 33% off.

This is a number that I think gets people?s attention ? and for those who are serious about writing and selling eBooks online, it?s a great deal.

Again, though, pricing eBooks to sell is ongoing trial and error.

eBook Pricing Tip: A trend I?ve noticed is that the lead/main title of a bundled package will still outsell the bundle ? sometimes by a lot, sometimes they?re almost even. What this says to me is that bundling does increase sales simply because every ?eBook bundle? you sell is a sale you probably would not have gotten if you didn?t have that particular offer.

I looked back at four of my bundled package offerings as I was preparing this post and the bundled packages only lagged behind the lead title offerings by less than 10 sales in three cases. In these cases, my sales were almost double.

Conclusion: Bundling eBooks to Sell More Online

I think bundling eBooks helps you sell more online because consumers like a bargain. And, if you use the ?infomercial approach? (ie, pile on more until the buyer just can?t say no), then you can exponentially increase your online eBook sales.

Stock index futures steady; budget talks eyed

PARIS (Reuters) - Stock index futures pointed to a steady Wall Street open, with S&P 500 futures down 0.11 percent, Dow Jones futures down 0.03 percent and Nasdaq 100 futures up 0.05 percent at 4.54 a.m. ET.

European shares were flat to slightly lower in early trade on Friday as investors waited to see if a deal to avoid the U.S. "fiscal cliff" would be reached before further boosting their exposure to equities. <.eu/>

President Barack Obama and lawmakers are launching a last-chance round of budget talks days before a New Year's deadline to reach a deal or watch the economy go off a "fiscal cliff." Obama and Vice President Joe Biden will meet congressional leaders from both parties at the White House on Friday at 3 p.m. EST.

On the macro front, investors awaited pending home sales data for November. Economists in a Reuters survey expect a 1.0 percent rise compared with a 5.2 percent gain in the previous month.

Investors in U.S.-based funds favored stock exchange-traded funds (ETFs) and emerging market equity mutual funds as the year wound down, data from Thomson Reuters' Lipper service showed on Thursday.

Satellite television provider DirecTV Group said its service fees would rise by an average of 4.5 percent in February due to increasing programming costs.

A Chinese court fined Apple 1 million yuan ($160,400) for hosting third-party applications on its App Store that were selling pirated electronic books, the official Xinhua news agency reported on Friday.

U.S. stocks fell for a fourth day on Thursday, but recovered most of their losses after the House of Representatives, in the barest sign of progress, said it would come back to work on avoiding the "fiscal cliff" this weekend.

The Dow Jones industrial average <.dji> slipped 18.28 points, or 0.14 percent, to 13,096.31 at the close. The Standard & Poor's 500 Index <.spx> declined 1.73 points, or 0.12 percent, to end at 1,418.10. The Nasdaq Composite Index <.ixic> dropped 4.25 points, or 0.14 percent, to close at 2,985.91.

The city of Los Angeles, one of several municipalities to hold a gun buyback event since the Dec. 14 mass shooting in Newton, Conn., collected more than 2,000 firearms ? a record, police officials reported Thursday.

Los Angeles had moved up the date of its no-questions-asked gun turn-in with the hope that the Newtown tragedy would prompt residents to surrender some firearms, thereby reducing the number of guns in circulation. Mayor Antonio Villaraigosa said the city would gave $100 to $200 gift cards in exchange for each gun recovered.

At a press conference Thursday, police officials said they collected 2,037 firearms, surpassing the 1,673 guns collected last year.

Los Angeles is the largest city to host a gun buyback day since the Newtown shootings, which killed 20 schoolchildren, six school faculty and staff, and the gunman's mother. Smaller cities have made similar calls for guns, including Evanston, Ill., a suburb of Chicago, which collected 45 firearms, mostly handguns, in exchange for cash. Last Saturday outside Miami in Opa-Locka, Fla., 100 firearms were collected, almost double the total collected in a similar buyback event in June.

A buyback event is planned Saturday in Bridgeport, Conn. ? about 30 miles from Newtown ? and city officials say repeat dates are scheduled every Saturday in January.?

Forty-one members of the US House of Representatives, all Democrats, are calling for a federal gun buyback program. The letter to House Speaker John Boehner (R) and majority leader Nancy Pelosi (D), co-written by US Reps. Gerald Connolly of Virginia and Ted Deutch of Florida, asks for $200 million to fund a program that ?could remove as many as 1 million guns from our streets.?

?The murder of 20 youngsters and five educators in their classrooms has galvanized the public?s desire for immediate action, and partnering with the States on a nationwide gun buyback program is a modest, common sense start,? they wrote.

MOSCOW (Reuters) - Family Christmas cards and smiling snapshots of children sent by their adoptive American parents fill Galina Sigayeva's office in Russia's second city St Petersburg.

Many of them were crippled by illness and in desperate need of medical care before her agency helped organize their adoption into U.S. families, she recalls.

Children's rights campaigners say kids like these will suffer most if President Vladimir Putin approves a law barring American adoptions that has been rubber-stamped by Russian lawmakers. The act retaliates against a new U.S. law that will punish Russians accused of human rights violations.

Critics of the bill say Russian orphanages are woefully overcrowded and the fate of vulnerable children should not be used as a bargaining chip in a bilateral feud.

"These children are not even offered to foreigners until they get a certain number of (adoption) refusals from Russians," said Sigayeva, a neatly-styled brunette who heads the New Hope Christian Services Adoption Agency.

"These are children with complicated diagnoses, really complicated. They are very ill children."

She smiled as she flipped through photos of children embraced by their adoptive parents, playing with family pets and enjoying presents and other trappings of holiday cheer.

"What surprises me is that here they all look so healthy, so fantastic, but you should see what they look like when they are taken from here," Sigayeva said.

"Some had to be carried to the border. We had a girl with hepatitis whom we helped from the emergency room."

Both sides in the heated debate surrounding the bill agree Russia's orphanage system is overwhelmed, riddled with corruption and mostly failing to place children in families.

More than 650,000 children are considered orphans in Russia - though some were rejected by their parents or taken from dysfunctional homes. Of that total, 110,000 lived in state institutions in 2011, according to the Ministry of Science and Education.

By contrast, in the United States - which has more than twice Russia's population - about 58,280 children were living in group homes and institutions last year, according to the U.S. Department of Health and Human Services.

Adoptions by Russian families remain modest, with some 7,400 adoptions in 2011 compared with 3,400 adoptions of Russian children by families abroad.

Russian politicians say it is an embarrassment that the country cannot care for its own, and supporters of the measure argue it will help stimulate reform and domestic adoptions.

"Foreign adoption is a result of the state and society's lack of attention to orphans ... It is, if you will, a result of our indifference," Prime Minister Dmitry Medvedev told officials at a ruling party congress last week.

American families adopt more Russian children - 956 last year - than those of any other country. Of the children adopted by Americans in 2011, 9 percent - or 89 - were disabled, according to official Russian figures.

Opponents of the legislation - who include senior officials such as Foreign Minister Sergei Lavrov - say politicking should not deprive orphans of this chance at better life.

"Russia is not able to provide for all its orphans," Boris Altshuler, director of the Moscow-based Rights of the Child advocacy group, said. "Although 1,000 is a small fraction - it was a help."

Deputy Prime Minister Olga Golodets has said the ban would violate international treaties on child rights, and the Kremlin's own human rights council called it unconstitutional.

"AMERICAN ROULETTE"

The ban responds to a U.S. law known as the Magnitsky Act which punishes Russians suspected of being involved in the death in custody of anti-graft lawyer Sergei Magnistky in 2009, and of other human rights violations, by barring them from entering the United States.

In a pointed echo of the Magnitsky Act, Russia's legislation is named the Dima Yakovlev law, after a Russian-born toddler who died of heat stroke after his American adoptive father left him locked in a sweltering car.

His death and that of 19 other Russian-born children in the hands of U.S. citizens in the last decade has helped drive support for the bill and for tougher adoption rules in a deal with the United States in June.

"It's American roulette," said Pavel Astakhov, Russia's Children's Rights Commissioner and a supporter of the ban.

"One handicapped girl from Russia got lucky. She was Jessica Long - a Paralympic champion. Another did not. She was Masha Allen ... who was raped by her pedophile adoptive father."

DISABLED CHILDREN

If Putin signs it into law, the ban will come into force on January 1, most immediately affecting the fate of children whose adoption is in the works.

The placement of 46 children with American families will be cancelled, Astakhov told the Interfax news agency on Wednesday.

Sigayeva said a six-month halt on American adoptions until a new bilateral deal entered force in November showed how it would aggravate problems in Russia's strained child-protection system.

"Hospitals were overwhelmed. There was no room in orphanages or hospitals for children whom their parents had rejected. So what's next then?" said Sigayeva, whose agency has helped place some 200 children in American families since 1992.

Advocates who work with disabled children say a reform proposal drafted by Astakhov ignores their plight. They say it calls for a reduction in the number of institutions caring for children with disabilities without explaining how they will find foster homes and medical care.

"No concrete measures are being suggested. Nothing exists but a lot of children's pain, which will only increase now," said Sergei Koloskov, a campaigner for children with Down's Syndrome.

"They are being left parentless in addition to being ill."

The Many Exceptions to Workers Compensation - Insurance License

Workers? compensation insurance allows an employee to collect damages from an employer following an on-the-job injury or illness, without the need for a lengthy and potentially messy lawsuit. By relinquishing the ability to sue an employer for negligence, an injured employee is guaranteed wage replacement and medical benefits after suffering injury and/or death in the course of employment.

Workers? compensation is administered on a state-by-state basis.? Each state requires employers to provide some form of workers? compensation insurance to their employees; however, a number of exemptions exist that could potentially leave certain employees without coverage, but still free to sue their employers if they can be held liable for negligence.? Some of these exceptions are explored here.

EXCLUDED INJURIES
While exact laws vary by state, workers? compensation insurers are not required to compensate any injury which fits the following criteria:
??The injury occurred while the employee was intoxicated (either by drugs or alcohol, but not those prescribed by a doctor)
??The injury arose out of a willful attempt by the employee to cause harm to himself or another person
??The injury resulted from the actions of a third party who injures the employee for personal reasons (in this case, the person who caused the injury would be held liable, not the employer)
??The injury was caused by a peril, disease, or act of nature to which the general public is also exposed
??The injury occurred outside the scope of the employee?s job-related duties

EXCLUDED OCCUPATIONS
While exceptions apply in certain states, the following types of occupations are usually ineligible for workers? compensation coverage:
??Farm and agricultural workers
??Volunteer workers
??Employees of charitable organizations
??Domestic employees
??Casual laborers
??Newspaper vendors

Employers are still permitted to provide workers? compensation insurance to these types of employees by adding a voluntary compensation endorsement to a workers? compensation policy. As the name suggests, employers are free to add this endorsement at their own discretions, but they are not required to do so by law.

FEDERAL EXCEPTIONS
In addition, certain occupations are covered by federal workers? compensation laws, meaning any state workers? compensation laws do not apply. Examples of these occupations include:
??Postal workers ? covered by the Federal Employer Liability Act (FELA)
??Railroad workers ? also covered by FELA
??Longshoremen and harbor workers ? covered by the Longshore and Harbor Workers? Compensation Act (LHWCA)
??Sailors ? covered by the Merchant Marine Act of 1920 (also known as the Jones Act)
??Offshore oil rig workers ? covered by the Outer Continental Shelf Lands Act (OCSLA)
??Anyone who works on an overseas military base ? covered by the Defense Base Act (DBA)

Employees who engage in these occupations do, in fact, have workers? compensation coverage; however, they still represent an exception to the normal system of employer-provided workers? compensation insurance under the jurisdiction of state laws.

An employee whose occupation or injury falls under one of these exclusions is not automatically prohibited from seeking restitution if injured while at work. As previously stated, workers? compensation insurance is provided to employees in exchange for their right to sue their employers for negligence; when no such arrangement exists, employees are free to file suit. However, lawsuits related to excluded injuries under workers? compensation (except when caused by third parties for personal reasons) rarely hold up in court.

Ultimately, workers? compensation is a complex subject, as laws can vary greatly depending on the state(s) in which the employer is located and the employees regularly work. Yes, we can fix Social Security (but it won't be pretty)

The fiscal cliff negotiations are reviving the debate about that other financial elephant in the room: Social Security.

Under current government estimates, Social Security could face funding shortfalls in about two decades if nothing changes. That?s because the U.S. population is aging -- and generally living longer.

That sounds like a disheartening scenario for workers who are currently paying into Social Security and worry that they won?t get as much out of it once they retire. ?About half of the Americans polled by Pew Research Center earlier this year believe it?s not likely there will be enough money in Social Security and Medicare to maintain current benefit levels into the future.

But experts say there are ways to fix Social Security. Politicians just may not like trying to sell those changes to the American people.

It has happened before, though. In the mid-1980s, none other than President Ronald Reagan, working with Democrats in Congress, oversaw a major overhaul of the nation?s retirement safety net.

That?s something many say seems less likely these days.

?There are politicians ? and especially in the Senate but also in the House as well ? who could work together and come to an agreement,? said Alan Auerbach, a professor of law and economics at the University of California, Berkeley. ?But they?re not the majority of Congress.?

Experts say there are two ways to fix Social Security, and neither of them are pretty: reduce benefits or increase revenue.

Reduce benefits
One of the few parts of the fiscal cliff negotiations that President Barack Obama and House Speaker John Boehner seem willing to compromise on involves a change in the way Social Security increases are calculated going forward.?

The proposed switch to calculating cost of living increases using the chained Consumer Price Index instead of the current method would result in smaller annual Social Security raises. That?s because that method assumes that people change their spending habits when prices go up.

Proponents say the switch could save billions and is a more realistic method of how Americans really adjust to rising prices.

But opponents say the chained Consumer Price Index isn?t a good way to measure the needs of older and disabled Americans, because their expenditures are disproportionately focused on things like health care. A family of four may choose to eat more chicken if beef prices go up, but an elderly person can?t easily choose to spend less on heart medicine, they argue.

??It?s the biggest hit on the people that couldn?t take it,? said Dean Baker, an economist with the liberal-leaning Center for Economic and Policy Research who is opposed to the measure.

One of the longer-term options for reducing benefits is to simply tell people they have to wait longer to get their full benefits. By extending the age at which you can get full benefits, proponents argue that Social Security would be keeping up with trends toward longer life expectancies.

But opponents, including CEPR?s Dean Baker, say that a closer look at the data shows that the bulk of improvements in life expectancies have come from wealthier Americans. They say a broad-based increase in the age at which people can get benefits would punish less wealthy Americans, who haven?t seen such big life expectancy gains.

Andrew Biggs, resident scholar with the conservative-leaning American Enterprise Institute, argues that another option would be to dial down benefits for middle- and high-income people while maintaining the current system for the poorest Americans.

Biggs argues that if wealthy people are told to expect less Social Security, they have more leeway to prepare for it than poor people.

?If you cut my Social Security benefits I?m going to react by saving money and working longer,? he said. ?That?s good for the economy.?

Another option would be to reduce the Social Security benefits available to spouses. Some critics argue that?s growing outdated now that more women work and earn their own Social Security payments.

?It?s kind of a relic from a different era,? Baker said.

Increase revenue
Under the current rules, the maximum taxable earnings for Social Security in 2012 is about $110,000. Some argue that an easy fix would be to simply raise the cap on Social Security taxes to include higher wages.?

Baker, of CEPR, proposes raising the cap to around $190,000, reflecting the growing wealth at the top of the income scale. Raise it higher than that, he said, and wealthy earners will just start finding ways to dodge it.

But others say that it?s unlikely politicians will propose raising taxes on high earners?now, when many expect those taxpayers to already see increases as part of the fiscal cliff negotiations.

?The timing of it just seems kind of awkward,? Auerbach said.

Another option would be to add an across-the-board increase in payroll taxes that go toward Social Security. Although that would help solve the system?s future funding woes, experts say it?s also likely to be a hard sell in these tough times.

For one thing, Americans may?already be facing higher payroll taxes?in 2012. For the past two years, Americans have enjoyed a payroll tax holiday that reduced the amount of money they paid toward Social Security, but that could end in the coming year.

?I suspect that?s going to be a not very attractive option right now,? Auerbach said.

Politicians may be nervous about proposing any reform to Social Security that costs more or results in fewer benefits, but Americans seem to accept that some changes are needed.

About 66 percent of those polled by Pew Research Center said they would support raising payroll taxes on high-income earners, while 55 percent said they would support reducing benefits for high-income seniors.

Just 38 percent said they?d support raising the eligibility age.

Jawbone UP


The Jawbone UP?($149.99 direct)?is in some ways everything I want from a fitness-tracking gadget. It tracks daily activity and sleep efficiency, comes with a supremely well-designed iPhone app, feels comfortable around my wrist, and includes a vibrating silent alarm, which anyone who shares a bed should at least try. And yet, when I compare it with my favorite fitness device and PCMag's Editors' Choice, the $100 Fitbit One, the Jawbone UP doesn't quite measure up.

The UP costs $50 more and misses many key features that the Fitbit just gets right. One is discretion?not everyone wants to be seen wearing what is essentially a pedometer. The Fitbit One fits snugly on a bra strap, in a pocket, or attached to your waistband. Also, the Jawbone doesn't connect to any other apps or devices. The Fitbit integrates with all the major calorie-counting apps, as well as a Wi-Fi bathroom scale, the Fitbit Aria, for automated weigh-ins.?I wanted to love the Jawbone UP, just as I wanted to love the Nike+ FuelBand. I had high expectations of both, but a middling and lackluster experience.

Design
The relatively thin and flexible bracelet comes in three sizes (small, medium, large) and eight colors: onyx, mint green, light gray, blue, navy blue, red, orange, and hunter green. An embossed zigzag extends the length of the wrap-around band, which is made of medical-grade, hypoallergenic TPU rubber. In theory, you can wear it all the time, even in the shower, although I have not yet given it the full splash test. I'll let common sense, rather?than the instruction manual,?guide that decision.

What's included? You get the UP band, a not-very-helpful quick start guide that will point you to Jawbone's website for additional instructions, and a USB charging cable. Inside the band is a lithium-ion polymer battery that lasts about 10 days on a single charge.

Some reviewers like the Jawbone UP's look, but I doubt they went to a formal dinner in a sleeveless dress while still wearing it. If a device is meant to be worn 24/7, as the Jawbone UP is, I need the option to wear it discreetly. That's a huge selling point for the Fitbit, and a major con for the UP.

It's All in the App
The best aspects of the Jawbone UP are found in the iOS app, the primary?nay, only?way you interact with data. The app shows how many miles you've walked, calories you've burned, charts of your sleeping patterns, your mood should you choose to log it daily, and a summary of what you've eaten.

But wait. There's more. From the app, you can set a silent alarm that vibrates up to 30 minutes ahead of your designated wake up time if it spots an ideal moment for you to get up based on your REM cycles. Pretty neat, eh? There's also a power nap switch that, when activated, looks at your sleep habits to determine whether your best nap would be a 27-minute rest or a 45-minute siesta, or something in between. It then sets the appropriate alarm. The Fitbit One has a silent alarm, too, but it only vibrates at the time you set. One more silent alarm I like in the Jawbone UP is an "idle alert," which I scheduled to remind me to get off my butt after 90 minutes of inactivity Monday through Friday, from 8:30 AM to 5:00 PM.

Graphics in the Jawbone UP's app delight the eye with vivacious colors. Interactive gesture-based motions look smooth and fluid. But here's the catch: You must connect the Jawbone to your iPhone's or iPad's headset jack to sync the data and be able to see it. That is to say, the rubbery and lightweight bracelet tells you next to nothing in itself. There are no readouts or displays on the device.?In other words, you need an iOS device. According to the company, an Android app is in hopper, but it's not on the market yet.

The Fitbit One, meanwhile, spoils you with data in a Web app, in mobile apps, and on the gadget itself. Press its tiny button, and you can cycle through your fitness stats, or just view the time, at a moment's notice.

What's Missing and Conclusions
The latest gadgets in the personal fitness market add a heart rate monitor directly on the device, no chest strap needed. I recently received a Basis Alpha to test, which has this feature, and am psyched to write about it soon. A high-tech feature such as this one sets the Jawbone UP even further behind the pack.

The few aspects of the Jawbone UP that I like, I really like. This device could have been great, but the fact that it's limited to iPhone, iPod touch, and iPad users decreases its overall appeal considerably. And in light of our Editors' Choice, the Fitbit One, Jawbone's band doesn't really compete. If you have an iPhone and don't mind not being able to see your data right on the device, it could be a great option, but it's still 50 bucks more.

Police were still trying to piece together a timeline in the arduous investigation of the Friday shootings that began in Frankstown Township and spanned five crime scenes within a 1.5-mile radius.

A woman decorating a church hall for a children's Christmas party was among those killed. Three state troopers were injured.

Authorities haven't released a motive for the shootings.

"It's going to take us some time to put this all together ... and know exactly what occurred," said Lt. Col. George Bivens, a deputy state police commissioner.

Police did not release the names of the victims or the shooter, though they did say the man lived in Blair County, where all the shootings occurred. Clergy planned a prayer vigil Saturday for the victims, which included the woman at the Juniata Valley Gospel Church.

The gunman and the victims weren't related, though the victims may have been, at least distantly, Blair County District Attorney Rich Consiglio said.

Troopers were responding to a 911 call of a shooting in the township at about 9 a.m. Friday when they heard calls reporting at least one other shooting elsewhere, state police said.

The three troopers, in patrol cars, were injured in a pursuit that began after the gunman, driving a pickup truck, fired at them, police said. One trooper injured a wrist and then was hit in the chest but was saved by body armor.

A second trooper was injured by glass fragments in his eye and bullet fragments that hit him in the forehead, Bivens said.

The gunman was killed during a final exchange of gunfire after ramming his truck head-on into another police cruiser, authorities said. It was after that crash that the trooper shot in the wrist also was hit in the chest.

The third trooper suffered minor injuries from the head-on crash, Bivens said. More than one weapon was seized from the truck, Bivens added, but he declined to offer more specifics.

"I think we have three very fortunate state police members tonight," Bivens said Friday. "We are very thankful for the fact that they survived this attack. Someone was watching over them."

Besides the woman, one man was shot at a home and the other man was shot at a crash site where the gunman had used his truck to strike another vehicle, Bivens said.

But relatives of the victims said they were told the woman at the church was the first person shot, the Pittsburgh Tribune-Review reported. The gunman then shot two men in the driveway of a home after a confrontation at a stop sign, one of the men's cousins, Marie Brenneman, told the newspaper.

"This person went to their driveway with a pistol, pointed at them and started shooting," Brenneman said.

She said both men were the shooter's neighbors in the tiny village of Geeseytown, about 70 miles west of Harrisburg, the state capital.

"They were uneasy around him," she said.

The woman at the church had cooked food the day before for the funeral of the church's longtime pastor, said the Rev. James McCaulley, his brother. The church still was reeling from the death of the Rev. David McCaulley when the woman returned to decorate its hall, and bullets ripped through a window, he said.

The gunman then entered and shot one of two women before he left, the Rev. James McCaulley said.

Police identified the five crime scenes as the church; a home and ground around the home; a crash site where another victim was killed; the point in the road where the gunman opened fire on the troopers; and where the final encounter occurred after the truck collided with the police cruiser.

Bivens said investigators don't know if the victims were picked at random.

McCaulley, who is the pastor of another church about 50 miles from the site of Friday's carnage, said his older brother began leading the Frankstown church in 1954.

"He preached his last sermon at the church in October before he fell ill," McCaulley said.

The church, which lists about 150 members in an online ad posted this month seeking an associate pastor, is close-knit, and the woman killed Friday was among its more active members, McCaulley said. She had made food for him to take home Thursday since his wife had died this year, he said.

"The only thing I can say good at this time is that (the gunman) didn't do this 24 hours earlier when there was a big crowd in the church hall," McCaulley said. "We're devastated."

Playboy Bunny Costume Gets A New Sari-Inspired Look For India (PHOTOS)

Despite receiving a barrage of criticism, Playboy trudged on with its plans to open up clubs across India -- with brand new, modest bunny costumes, of course.

The less-revealing outfits were unveiled in Mumbai on Wednesday and will be worn in the new beachside Playboy Club in Goa next year. Designer Mohini Tadikonda was tapped to take on the iconic silk corset, black tights, fluffy tails, ears, bow-ties and cuffs and translate the pieces into an ensemble that's more in line with India's strict obscenity laws.

Tadikonda's tempered take? He kept the ears, bow-ties and tails, but added a one-shoulder corset top with a bare midriff and a long, sheer skirt. He explained the tricky alterations to the Mumbai Mirror:

"My biggest challenge fell below the waist. At first, I wasn't sure how to work around the hip exposure that is iconic to the American Bunny costume. The upper portion of the bustier was not an issue and I was able to leave that untouched. I knew that the hip had to be covered, so I developed concepts that addressed the questionable area while still allowing an illusion of exposure."

Of course, it's worth noting that these India-specific costumes are the only set specially made to adhere to local guidelines. In fact, Playboy magazine is banned in the country entirely. But don't worry, Hugh Hefner himself reportedly gave his seal of approval on the more conservative duds. Plus, Sanjay Gupta, Playboy India's chief executive, seems to think that the bunny costumes should be the least of India's modesty worries. "If you watch Bollywood films you will see women dressed far sexier and in more revealing outfits," he said.

Gupta did make sure to add one caveat for the forthcoming Playboy Bunny club: "We are clear about one thing: There will absolutely be no nudity."

(AP) ? A man fatally shot a woman decorating for a children's Christmas party at a tiny church hall and killed two men elsewhere in a rural township on Friday before he was shot dead in a gunfight with state troopers.

Three troopers in patrol cars were injured in a pursuit that began after the gunman, driving a pick-up truck, fired at them, police said. One trooper injured a wrist and then was hit in the chest but was saved by a bulletproof vest.

The gunman was killed during a final exchange of gunfire after ramming his truck head-on into another police cruiser, authorities said.

The shootings began in Frankstown Township, in central Pennsylvania, at about 9 a.m., and investigators were processing five crime scenes within about a 1.5-mile radius, authorities said at a news briefing Friday afternoon. Troopers were responding to a 911 call of a shooting in the township when they heard calls reporting at least one other shooting elsewhere, state police said.

"It's going to take us some time to put this all together ... and know exactly what occurred," said Lt. Col. George Bivens, deputy state police commissioner.

An elementary school teacher is jailed on charges he fatally shot his ex-wife, a church organist, during a service in Coudersport on Dec. 2. The pastor and church members subdued him until police arrived.
